Activities involving animals on roads and footways
Road Traffic Rules r. 32 says a person must not train, drive or ride an animal, expose an animal for sale, or lead, leave unattended or wash an animal on a road or its footway (Singapore Statutes Online, Road Traffic Rules, r. 32).
The exception for dogs applies only to the rule's paragraph (1)(c): leading, leaving unattended or washing. It does not extend in the text to training, driving or riding a dog, or exposing an animal for sale (Singapore Statutes Online, Road Traffic Rules, r. 32(1)–(2)).
Sheep, goats and horses
Sheep or goats may be driven on a road only between 12 midnight and 6 a.m. They must be accompanied by a sufficient number of drovers to control them (Singapore Statutes Online, Road Traffic Rules, r. 32(3)).
A person leading or riding a horse on a road must have proper control over the horse and must not cause danger or obstruction to traffic (Singapore Statutes Online, Road Traffic Rules, r. 32(4)).
Coverage debt
- Rule 32 requires a “sufficient number” of drovers but does not specify a number; this article does not infer one (Singapore Statutes Online, Road Traffic Rules, r. 32(3)).
