Car-pooling with private cars in Singapore
How LTA defines car-pool trips, the daily trip limit and cost-recovery boundary, and when a platform licence applies.

What counts as car-pooling
LTA describes a car-pool service as a private car owner offering commuters a lift in the owner's car to a destination along the owner's way. A car-pool driver may accept no more than two trips a day and charge fees to recover costs (LTA, Point-to-Point Travel Options). The page does not define a cost formula or say that the fee may be set as a commercial fare.
LTA has separately stated that a private car owner may arrange to fetch people to share the costs of the owner's daily routine trips, but not as a commercial arrangement. It says commuters choosing paid car-pool services should use licensed platforms and that paid services arranged through informal platforms such as chat groups are illegal (LTA, “Balanced regulatory approach benefits drivers, commuters”, 22 September 2020). This is LTA's published distinction; the statement is dated 2020.
Platform licensing and private-hire cars
The operator-licensing threshold is separate from the individual driver's daily trip limit. LTA says an operator providing car-pool services must apply for and receive a Car-Pool Service Operator Licence (CSOL) if it has 800 or more vehicles on its platform (LTA, Taxi & Private Hire Cars). The threshold is stated for platform operators; it does not replace the two-trips-per-day limit for car-pool drivers.
A chauffeured private hire car (PHC) may be used for personal or social purposes by a person with a valid driving licence, without a vocational licence. Using a chauffeured PHC to provide point-to-point passenger transport for reward requires a valid Private Hire Car Driver's Vocational Licence (PDVL) or Taxi Driver's Vocational Licence (TDVL) (LTA, Frequently Asked Questions for Private Hire Car Matters, Q37–38). These PHC rules concern use of a chauffeured PHC; they do not establish a separate vocational-licence requirement for the private-car owner described in LTA's car-pool definition.
Coverage debt
The cited LTA pages do not specify how a driver should calculate recoverable costs, nor do they give examples establishing when an arrangement becomes commercial. The 2020 media reply has not been replaced in this article with a newer LTA statement specifically clarifying that boundary. Check current LTA guidance before relying on the distinction for a particular arrangement. LTA's February 2026 page says policy changes will follow Phase 1 of its P2P framework review, but the page does not describe those changes (LTA, Taxi & Private Hire Cars).
