Who needs the test
An e-scooter rider must pass the mandatory e-scooter theory test before riding on cycling paths. LTA says the requirement took effect on 1 January 2022. A motor-vehicle driving licence does not exempt a rider from the test (LTA, Rules & Code of Conduct; LTA, Mandatory Theory Test for Riders of E-scooters and Power-Assisted Bicycles).
The Active Mobility (Competency Tests) Regulations prescribe the E-Scooter Theory Test for the relevant motorised personal mobility devices. Its syllabus covers safe riding practices and law on public paths. For an application for a competency test certificate, the applicant must have passed the prescribed test no earlier than 7 working days before making the application (Singapore Statutes Online, Active Mobility (Competency Tests) Regulations 2021, regs. 3–5 and First Schedule).
Published test format and fee
LTA's test information, updated December 2025, says the e-scooter test is conducted online and consists of multiple-choice questions. It is available in English, Chinese, Malay and Tamil. The test has 30 questions, requires 24 correct answers to pass, and lasts 30 minutes. The published fee is $10.90 including GST per attempt (LTA, Mandatory Theory Test for Riders of E-scooters and Power-Assisted Bicycles).
LTA provides an e-scooter handbook in the same four languages to help riders prepare. The LTA page links to the registration service and the test-taking guide (LTA, Mandatory Theory Test for Riders of E-scooters and Power-Assisted Bicycles).
Coverage debt
The LTA test information does not state an expiry period for an issued competency test certificate. This article does not infer one.
