Registration and identification marks
E-scooters must be registered with LTA and display their LTA Registration Mark and Identification Mark. LTA says registration by individuals is no longer allowed. New e-scooters intended for sale or hire by retailers or companies must pass Registration Inspection before registration; the inspected device must meet LTA's public-path criteria, including a maximum weight of 20 kg, maximum width of 70 cm, maximum motorised speed of 25 km/h, and UL2272 certification (OneMotoring, E-Scooters).
After registration, LTA assigns the e-scooter a unique registration number. The owner must fabricate and affix an Identification Mark bearing that number within 3 calendar days. LTA describes the Identification Mark as a sticker or number plate, placed upright and clearly visible at the front or back, at a height of no more than 1.5 m. The separate LTA Registration Mark must be upright, intact, unobscured and undamaged; LTA says it should be on the front or sides of the e-scooter stem (OneMotoring, E-Scooters).
Periodic inspection
LTA calls up registered e-scooters for periodic inspection before the end of every 2 years since their last inspection. The inspection checks continued compliance with the device criteria. LTA notifies the registered owner of a deadline and permits inspection at any of its listed E-scooter Inspection Centres. The page lists inspection fees of $31.50 before GST at STA Inspection Centres and $28 before GST at JIC Inspection Services/VICOM (OneMotoring, E-Scooters).
An e-scooter that fails inspection, or is not presented by the deadline, will be deregistered. LTA states that failing to meet the inspection deadline is an offence carrying a fine of up to $1,000 and/or imprisonment of up to 3 months, if convicted. It is an offence to ride a deregistered e-scooter on public paths. LTA lists a $20 fee for replacement of the LTA Registration Mark during inspection; the replacement changes the e-scooter's registration number (OneMotoring, E-Scooters).
Registration inspection for retailers and businesses
Only new e-scooters meant for sale or hire by retailers or companies may be registered, and they must pass Registration Inspection first. Before booking an inspection, the retailer should check that the exact model and its specifications match an LTA-listed UL2272-certified model. A variant with a different maximum speed, battery capacity, or another technical specification affecting UL2272 certification must first be assessed and listed by LTA. The retailer can then email the Registration Inspection application and supporting documents to a chosen E-scooter Inspection Centre (EIC); LTA says appointments are arranged by email, and only devices that pass are registered (LTA, Active Mobility Rules for Retailers).
LTA's application form asks for the device's technical details and supporting documents. It lists the manufacturer's sales invoice, customs inward declaration, a photo of the Certification Mark, the UL2272 certificate, and a test report if available. The form also asks for the power adaptor's Certificate of Conformity and Enterprise Singapore acknowledgment letter. The applicant declares that each device complies with the weight, width and speed criteria, is UL2272-certified, and will have at least 75% battery charge for inspection. LTA's guide says an unlisted model application should include the model and manufacturer details, device photos and specifications, certification documents and shipping invoice. Inspection application fees are charged by the EICs; LTA directs applicants to contact the chosen centre for its rates (LTA, Registration Inspection Application Form for E-scooters; LTA, Active Mobility Rules for Retailers).
Ownership transfer and deregistration
An owner transferring a registered e-scooter must initiate the online transfer within 7 calendar days after it physically changes hands. The next owner must confirm online within 5 calendar days, or the request lapses and the current owner remains the registered owner. The next owner must be at least 16 years old; the e-scooter must be registered and UL2272-certified; and the next owner pays a non-refundable $7 transfer fee. LTA's service uses Singpass 2FA for the current owner and the next owner's confirmation (OneMotoring, E-Scooters).
An owner may deregister an e-scooter online at no charge. LTA says a deregistered e-scooter must not be kept or used on public paths (OneMotoring, E-Scooters).
Coverage debt
The UL2272 model list and EIC locations are maintained by LTA and should be checked before applying. LTA's form does not give a single inspection application fee; applicants must ask their chosen EIC for its rate (LTA, Active Mobility Rules for Retailers; LTA, Registration Inspection Application Form for E-scooters).
