Which vehicles qualify
LTA's classic-car guide says an imported car must be at least 35 years old, measured from its original foreign registration date. A car previously deregistered in Singapore under the Classic Vehicle Scheme cannot be registered again under that scheme. A vehicle deregistered in Singapore before 1 July 2000 may be re-imported as classic; one deregistered on or after that date must have been under 35 and not classic when deregistered (LTA, Procedures on Importation and Registration of a Classic Car in Singapore).
For the vintage route, LTA's guide defines an eligible vintage car as one manufactured before 1 January 1940. A vehicle previously deregistered under the Vintage Vehicle Scheme cannot be registered again under it, although an otherwise eligible vehicle that was deregistered in Singapore may be re-imported (LTA, Procedures on Importation and Registration of a Vintage Car in Singapore).
Import and technical conditions
Both guides require the vehicle to be roadworthy and to comply with applicable construction-and-use and lighting requirements. They require restoration to original condition and prohibit alterations, conversions or modifications before import. Replica, kit and rebuilt cars are not accepted. The classic guide says classic imports should be right-hand drive; the vintage guide permits either left- or right-hand drive (LTA, Classic Car import guide; LTA, Vintage Car import guide).
The guides provide emissions and noise concessions against the stricter schedules applying to newer cars, but still specify applicable emissions and noise standards. They also say LTA may consider other technical concessions case by case where safety is not affected. The vintage guide states that left-hand-drive cars are allowed. Consult the relevant guide for the applicable schedules and supporting documents (LTA, Classic Car import guide; LTA, Vintage Car import guide).
For either route, the import process includes the customs import permit, LTA's Vehicle Inspection and Type Approval System (VITAS) application for a Vehicle Approval Code, submission of supporting documents, inspection and issuance of a Vehicle Approval Code before registration. The guides list different supporting documents for each scheme; use the current scheme-specific checklist rather than assuming the standard car checklist is sufficient (LTA, Classic Car import guide; LTA, Vintage Car import guide).
Converting an existing Singapore-registered vehicle
Before applying to change a vehicle's registration scheme, its COE must not have expired. LTA's conversion service covers online conversions using Singpass 2FA from 6am to midnight daily (LTA, Scheme Conversion).
Convert an existing car, motorcycle or scooter to classic
A normal car, motorcycle or scooter can be converted to the Classic Vehicle Scheme when it is at least 35 years old from its Original Registration Date (ORD). A vehicle with a 5-year COE can convert only if it was more than 30 years old when that COE period began; it must be converted once it reaches 35 years old and before the COE expires, because a 5-year COE cannot be renewed. If the vehicle was already more than 35 years old at the start of its 5-year COE period, a levy applies. LTA calculates that levy using annual interest of 5% on the difference between the 10-year and 5-year COE Prevailing Quota Premiums (PQPs) for the month the 5-year COE was renewed (LTA, Scheme Conversion).
The online conversion charge includes a $100 administrative fee, COE at 10% of the relevant PQP for the conversion month, and road tax of $280 per calendar year, prorated when conversion happens after 1 January. The number of e-Day licences is prorated on the same basis. Any applicable levy for a vehicle with a 5-year COE is additional. Within 3 calendar days after conversion, the owner must change the plates to the Classic Vehicle Scheme design and have them sealed at an LTA-Authorised Inspection Centre (AIC) (LTA, Scheme Conversion).
A Weekend Car (WEC), Off-Peak Car (OPC) or Revised Off-Peak Car (ROPC) must first be converted to a normal car before it can be converted to a classic car. Once converted to classic, it cannot return to the normal or off-peak schemes (LTA, Scheme Conversion).
Convert an existing vintage vehicle
LTA allows existing Singapore-registered vintage vehicles to move between the Vintage Normal, Vintage Restricted and Revised Vintage schemes only along the routes shown in its conversion matrix. The matrix permits: Vintage Normal transferable to Revised Vintage; Vintage Normal non-transferable to Vintage Normal transferable or Revised Vintage; Vintage Restricted transferable to Vintage Normal transferable or Revised Vintage; Vintage Restricted non-transferable to Vintage Normal transferable, Vintage Normal non-transferable or Revised Vintage; and Revised Vintage to Vintage Normal transferable. A vehicle converted out of Vintage Restricted cannot return to that scheme (LTA, Scheme Conversion).
The vintage conversion is made by appointment. LTA asks for the completed R17 application form, insurance for the new road-tax period, an inspection certificate if periodic inspection is due, and identification documents for the registered owner. The administrative fee is $100; unused COE under the current scheme is forfeited and ARF already paid is not refundable. Within 3 calendar days after a successful conversion, the owner must change the plates and seal them at an LTA-Authorised Inspection Centre (LTA, Scheme Conversion).
LTA states that motorcycles and scooters registered under the Vintage (Normal) Vehicle Scheme have a restricted lifespan until 30 June 2028 (LTA, Scheme Conversion).
Use and scheme comparison
| Scheme | Use and e-Day licences | Main scheme-specific rules |
|---|---|---|
| Classic Vehicle Scheme | Maximum 45 days in each calendar year, including weekends and public holidays. The guide provides 28 free e-Day licences and allows up to 17 additional licences at $20 each. | Ownership cannot change during the first 5 years after registration. The guide requires periodic inspection and inspection of the registration plate every 2 years. |
| Vintage Vehicle Scheme (Normal) | No annual usage limit and no e-Day licence requirement; road tax is payable for the period the car is used, including weekends and public holidays. | Excise duty and ARF are waived subject to the non-transfer condition. If ownership changes, the guide says the corresponding duty or ARF becomes payable at the rate applicable when the car was first registered in Singapore. COE is charged at the full quota premium on registration and the prevailing quota premium on renewal. |
| Vintage Vehicle Scheme (Revised) | Maximum 45 days in each calendar year, including weekends and public holidays. The first 28 e-Day licences cost $10 each and up to 17 further licences cost $20 each. | Excise duty is 20% of OMV, ARF is 10% of OMV, and COE is 10% of the prevailing quota premium on registration and renewal. Ownership cannot change during the first 5 years after registration. |
The guide says vintage cars cannot be converted between the Vintage (Normal) and Revised Vintage schemes except through the permitted one-way conversion described for each scheme. It also states that these vintage schemes cannot be laid up. Check the guide's scheme comparison table for the full tax, insurance and road-tax treatment (LTA, Vintage Car import guide).
For classic and Revised Vintage cars, the guide requires a dated e-Day licence for each day of use and describes purchase, date-change and late-purchase procedures. Licences are not transferable, exchangeable, refundable or carried over. Classic and Revised Vintage cars have scheme-specific number-plate colours and sealing requirements; the guides specify inspection and sealing procedures after registration (LTA, Classic Car import guide; LTA, Vintage Car import guide).
Coverage debt
LTA's PDFs provide longer document-by-document import checklists, technical specifications and payment instructions than this comparison reproduces. Conversion charges that depend on the vehicle and the current month's PQP are not calculated here; use LTA's conversion-fee enquiry and current digital service before applying. This article does not reproduce every condition in the scheme guides or the full owner-identification document list for vintage conversions.
