Securing loads in cars and other vehicles in Singapore

Singapore's vehicle-use rules require safe load weight, distribution, packing and adjustment, and require loads to be secured against falling or moving dangerously. Tunnel rules add a specific restriction.

Securing loads in cars and other vehicles in Singapore

The general load-safety rule

Road Traffic (Motor Vehicles, Construction and Use) Rules rule 101 applies to every motor vehicle and trailer. It requires the weight, distribution, packing and adjustment of a vehicle's load to be such that no danger is caused or likely to be caused to a person in or on the vehicle or trailer, or on a road. The load must also be secured or positioned so that danger is not likely from it, or any part of it, falling from the vehicle or moving in relation to it (Singapore Statutes Online, Road Traffic (Motor Vehicles, Construction and Use) Rules, rule 101).

The rule sets a safety outcome; it does not prescribe one restraint method for ordinary car luggage. LTA separately advises drivers to secure all goods safely before using expressways and road tunnels (Singapore Statutes Online, Road Traffic (Motor Vehicles, Construction and Use) Rules, rule 101; LTA, Driving on Expressways & in Tunnels).

Other load requirements

Loads and their covers must not obstruct the driver's view to the front, sides or rear, interfere with giving required signals, or make those signals wholly or partly invisible to other road users. If the vehicle or load prevents the required signals from being fully visible to traffic approaching from behind, an approved stop light and direction indicator must be fitted where they can be seen from the rear and used for stopping and turning signals (Singapore Statutes Online, Road Traffic Rules, rules 14 and 20).

When a load or its cover projects laterally beyond the vehicle's body or wheels (or a permanently attached authorised fitting), a red flag by day or red lamp by night must be fixed at the extreme lateral projection, if any, and at the extreme rear of the load, clearly visible to warn other road users. Separately, if a load projects more than 300 mm behind the vehicle body, a clean, unfurled red flag measuring 300 mm square must be displayed by day near the rearmost point and visible from behind (Singapore Statutes Online, Road Traffic Rules, rule 17; Singapore Statutes Online, Road Traffic (Motor Vehicles, Construction and Use) Rules, rule 102).

Where needed to prevent contents falling out, loads must be secured by ropes or other proper material. Any side boards or tail board must be secured against swinging or projecting beyond the vehicle's body or wheels. A container must not be carried on a vehicle without the Registrar's prior written permission. On a goods vehicle, the load must not be higher than the top of its side rails or panels unless it is securely tied or attached so it is not likely to fall (Singapore Statutes Online, Road Traffic Rules, rules 18–19; Singapore Statutes Online, Road Traffic (Motor Vehicles, Construction and Use) Rules, rule 101).

Additional tunnel restriction

Rule 14(1)(d) of the Road Traffic (Expressway Traffic) Rules prohibits driving or leaving a vehicle in a road tunnel or expressway tunnel if its load or load cover is not properly secured to prevent the cover or any part of the load from falling or contacting the road, tunnel structure, or tunnel fittings and fixtures (Singapore Statutes Online, Road Traffic (Expressway Traffic) Rules, rule 14).

Scope

This article covers general load safety, common visibility and securement rules, rear and lateral warning markers, and the tunnel restriction. It does not catalogue all vehicle-class dimensions, weights, markings, escorts or permits; see commercial-vehicle-operating-restrictions for selected goods-vehicle and trailer rules.
