What lay-up means

LTA allows an owner to lay up a vehicle that will not be used for an extended period. The vehicle cannot be used on the road while laid-up, and the lay-up period begins on the day after LTA approves the application. The vehicle must have a declared garage address. Road tax is not payable during the lay-up period (OneMotoring, Vehicle Lay-Up).

Storage and driving restrictions

Keep the vehicle at the garage address declared in the application. It cannot be used or kept on a public road or place. If the garage is a workshop or private premises that the owner does not own, obtain the workshop’s or premises owner’s consent for the vehicle to be stored there during the lay-up period. Tell LTA if the declared garage address changes (OneMotoring, Vehicle Lay-Up).

Do not drive the vehicle during lay-up. LTA says driving it revokes the lay-up status and makes road tax payable from the vehicle’s last road-tax expiry date (OneMotoring, Vehicle Lay-Up).

Application, duration, and extension

Submit the application before the vehicle’s road tax expires. If it has already expired, first pay the outstanding road tax and applicable late renewal fees. An application may be made online using Singpass 2FA; vehicle owners who are not eligible for Singpass may apply at LTA’s Customer Service Centre, which serves them by appointment only. LTA advises making an appointment through its feedback channel, preferably one week in advance. The current published application fee is $23.98. If the declared garage is an overseas workshop, LTA asks for a letter on the workshop letterhead showing its address and confirming that the vehicle is undergoing repair there (OneMotoring, Vehicle Lay-Up).

A vehicle may be laid-up for up to one year per application and not beyond its COE expiry date. To extend the period, reapply before the current lay-up expires; otherwise, road tax becomes payable immediately after expiry and late-renewal fees apply. LTA says consecutive lay-up is limited to three years; a vehicle that is not re-licensed by the end of the third year is automatically deregistered and cannot be re-registered or re-licensed. LTA notes possible exceptions for buses carrying school children, but sets each approved bus lay-up duration individually (OneMotoring, Vehicle Lay-Up).

Before laying up a PARF-eligible car, obtain LTA’s prior approval; LTA asks the owner to write in at least seven working days before the intended lay-up date with the reason, intended duration, garage address and contact details. Before applying to lay up a bus carrying school children, write to LTA at [email protected] with the reason for lay-up, intended duration, and garage address. LTA asks for the request at least seven working days before the intended lay-up date. Apply only after receiving LTA’s approval letter, and keep to the duration LTA approves (OneMotoring, Vehicle Lay-Up).

An approved application can be cancelled only before the lay-up period starts. LTA lists a $42.51 cancellation fee and says it will not refund the application fee when an application is cancelled (OneMotoring, Vehicle Lay-Up).

COE and PARF consequences

If the vehicle has a COE, it must remain valid throughout lay-up. If the owner plans to renew the COE, LTA says the vehicle may be laid up only after the COE has been renewed. If the owner renews the COE, the unused COE period during lay-up is forfeited. A rebate for unused COE time during lay-up is available only if the vehicle is deregistered and properly disposed of. A laid-up car loses eligibility for Preferential Additional Registration Fee (PARF) benefits (OneMotoring, Vehicle Lay-Up).

Using the vehicle again

Before returning the vehicle to road use, meet LTA’s road-tax renewal prerequisites and pay road tax. Prepare early in case the vehicle needs inspection. Because a laid-up vehicle cannot be used on the road, tow it to an inspection centre if inspection is needed before road tax can be renewed (OneMotoring, Vehicle Lay-Up).

Coverage debt

  • LTA notes possible exceptions to the three-year consecutive lay-up limit for buses carrying school children, but the linked guidance does not state the full exception criteria. Confirm any bus-specific case with LTA before relying on an exception.
