Written production notices

The Deputy Commissioner of Police or the Registrar may give the owner of a licensed vehicle a written notice requiring the owner to produce the vehicle, its licence, or both for inspection. The notice specifies the time, place and person for the inspection. A licence only has to be produced under this section if it was not issued in electronic form (Singapore Statutes Online, Road Traffic Act 1961, s. 87(1)).

An owner who fails to produce the vehicle or licence as required commits an offence. The owner has a defence if they prove that a mechanical breakdown or another sufficient reason made production impossible; the Act places the burden of proving that reason on the owner (Singapore Statutes Online, Road Traffic Act 1961, s. 87(3)).

Section 87(3) does not specify a special penalty. Under the Act's general penalty provision, on conviction a first offence carries a fine of up to $1,000, imprisonment for up to 3 months, or both; a second or later offence carries a fine of up to $2,000, imprisonment for up to 6 months, or both (Singapore Statutes Online, Road Traffic Act 1961, s. 131(2)).

Coverage debt

  • Section 87 does not set a minimum notice period or describe the inspection criteria; it authorises the production requirement and specifies the owner's compliance duty.
