Special weight permits for trailers drawn by locomotives

When LTA may authorise a specified trailer drawn by a heavy or light locomotive to carry a permitted weight on a road or bridge, and how this differs from LTA’s general oversized-vehicle guidance.

The Road Traffic Act permit

Road Traffic Act section 86 allows the Land Transport Authority (LTA), subject to conditions it considers appropriate, to grant a permit for a specified trailer drawn by a heavy or light locomotive on a road or bridge. The permit may authorise the trailer to carry the weights stated in it even where, while carrying those weights, the trailer would not comply with rules on its laden weight or on the maximum weight it may transmit to the road or any part of it (Singapore Statutes Online, Road Traffic Act 1961, s. 86(1)).

If the permit conditions are followed, carrying the authorised weight on that road or bridge is not an offence solely because the trailer does not comply with those weight rules (Singapore Statutes Online, Road Traffic Act 1961, s. 86(2)). The provision is specific to the trailer, drawing locomotive, permitted weight and road or bridge named in the permit; it does not state a general exemption from other vehicle requirements (Singapore Statutes Online, Road Traffic Act 1961, s. 86).

Do not confuse this with the general OVM permit guidance

OneMotoring separately says an oversized-vehicle movement (OVM) permit is required for listed oversized heavy vehicles, including vehicles whose overall weight exceeds the laden-weight limit for that vehicle type. Its guide says to apply three days in advance through LTA.PROMPT for vehicles meeting its stated criteria (OneMotoring, Commercial Vehicles). Section 86 describes a particular trailer permit involving a heavy or light locomotive. The cited public pages do not explain whether, or how, the section 86 permit process connects to the OVM application; confirm the applicable approval and its conditions with LTA before moving an over-weight trailer.

Coverage debt

  • Section 86 and the cited OneMotoring page do not publish the application form, evidence requirements, fees, assessment criteria or processing time for this specific section 86 permit.
  • The cited sources do not explain the terms “heavy locomotive” and “light locomotive” or identify which trailers and routes are eligible in practice.
