When Part 4 applies

Subject to any provision stating otherwise, Part 4 of the Road Traffic Act applies to vehicles, trailers and persons in the service of the Government or of a visiting force lawfully present in Singapore (Singapore Statutes Online, Road Traffic Act 1961, s. 98(1)).

Who is treated as responsible

In proceedings against a person other than the driver for an offence connected with such a vehicle or trailer, the person nominated by the department using that vehicle or trailer is deemed to be the person actually responsible, unless it is shown to the court's satisfaction that only the driver was responsible (Singapore Statutes Online, Road Traffic Act 1961, s. 98(2)).

This guide covers section 98 only; it does not catalogue every provision in the Act that may state a different rule for a government or visiting-force vehicle.
