When identity evidence may be required
If a person commits a prescribed offence in the view of the Registrar of Vehicles or an authorised officer, either may require the person to furnish evidence of identity. The person must provide the evidence required (Singapore Statutes Online, Road Traffic Act 1961, s. 127A).
For this section, a “prescribed offence” is an offence under the Act or its rules that the Minister prescribes for section 127A. An authorised officer is an employee of the Land Transport Authority or another person authorised in writing by the Registrar. With the Minister's written approval, the Registrar may authorise an employee of an omnibus operator to exercise these powers for a prescribed offence committed within a bus interchange or on an omnibus (Singapore Statutes Online, Road Traffic Act 1961, s. 127A).
Refusal, false information and arrest
Refusing to provide required identity evidence, or wilfully giving false information to the Registrar or authorised officer, is an offence punishable on conviction by a fine not exceeding $500. If the person refuses, or the Registrar or authorised officer has reason to believe information provided is false, either may arrest the person without a warrant. A person arrested under this power must not be detained longer than necessary to bring them before a court unless a court orders detention (Singapore Statutes Online, Road Traffic Act 1961, s. 127A).
Offences prescribed for section 127A
The current Road Traffic (Prescribed Offence under section 127A) Rules name offences stated in section 127B(6) of the Act and an offence under section 131(1)(c) read with rule 26C(1) of the Road Traffic Rules (Singapore Statutes Online, Road Traffic (Prescribed Offence under section 127A) Rules, r. 2). Rule 26C(1) prohibits unauthorised presence in specified non-pedestrian areas of a bus terminus or bus interchange, subject to listed exceptions (Singapore Statutes Online, Road Traffic Rules, r. 26C).
The current consolidated Act marks section 127B as repealed with effect from 23 September 2026, while the current text of rule 2 still refers to section 127B(6). The cited official texts do not explain how that remaining reference operates after the repeal, so this article does not identify those former offences as currently prescribed (Singapore Statutes Online, Road Traffic Act 1961, s. 127B; Singapore Statutes Online, Road Traffic (Prescribed Offence under section 127A) Rules, r. 2).
Coverage debt
- Section 127A does not specify a list of documents or forms of evidence that must be accepted as evidence of identity. This article therefore does not say that a particular identity document is sufficient.
- Rule 2 still refers to repealed section 127B(6). The available official texts do not state whether rule 2 has been amended, how the cross-reference is to be read, or which offences that reference now covers.
