Extra demerit points in school zones, silver zones, and Friendly Streets

For listed DIPS offences in a school zone, silver zone, or Friendly Streets, Traffic Police may add 2 demerit points. Overlapping zones still cap that extra at 2 points.

Lower posted speed limits in school zones, silver zones, and Friendly Streets are recorded in a separate vault article. This article records the extra demerit points the Driver Improvement Points System Rules attach to listed offences committed in those zones.

LTA states that composition fines and demerit points for offences committed in School Zones and Silver Zones are applicable at all times, and points readers to the MHA website for details (LTA, Driving Rules and Regulations).

The extra two points

Where a scheduled offence (SSO, Road Traffic (Driver Improvement Points System) Rules r 3(1A)):

  • is one listed in item (1)(a) to (e), (2)(a) to (e), (5), (7), (8), (9), (10), (12), (13), (18), (23), (24), (25), (26), (27) or (42) of the Schedule; and
  • is committed, or is reasonably suspected to have been committed, in a school zone, silver zone, or zone demarcated as “Friendly Streets,”

the Deputy Commissioner of Police may award 2 demerit points in addition to the points awarded under rule 3(1).

The Friendly Streets limb of that rule is in force from 1 January 2026 (S 808/2025). The school-zone and silver-zone extra-points rule has been in the Rules since 1 July 2021 (S 443/2021) (SSO, DIPS Rules r 3(1A)).

If the offence is committed in a place demarcated as more than one of those zone types, the Deputy Commissioner of Police must not award more than 2 additional demerit points under rule 3(1A) (SSO, DIPS Rules r 3(1B)).

Which offences can attract the extra points

Those Schedule items are (SSO, DIPS Rules Schedule):

  • exceeding the speed limit for the vehicle, or on a road, in any of the five speed bands (items 1 and 2);
  • disobeying a traffic direction of a police officer, employee of the Authority, or security officer regulating traffic (item 5);
  • failing to give way at a controlled junction, uncontrolled junction, junction, or roundabout (items 7–10);
  • crossing double white lines or a road divider (items 12–13);
  • forming up incorrectly when turning left or right (item 18);
  • offences at a pedestrian crossing (item 23);
  • driving or riding against the flow of traffic as indicated by traffic signs (item 24);
  • driving without due care or reasonable consideration, whether hurt is caused or not (items 25 and 27);
  • failing to conform to traffic light signals (item 26);
  • use of a mobile telephone while driving (item 42).

Offences that are scheduled but not in that list do not pick up the extra 2 points under rule 3(1A).

How the zones are marked

For this rule (SSO, DIPS Rules r 3(1C)):

  • a school zone is a road or part of a road near a school (as defined in the Education Act 1957) and demarcated by the specified beginning and end school-zone traffic signs;
  • a silver zone is a road or part of a road demarcated by the specified beginning and end silver-zone traffic signs;
  • a Friendly Streets zone is a road or part of a road demarcated by the specified beginning and end Friendly Streets traffic signs.

Composition amounts in the official handbook

The DIPS Rules do not themselves increase the composition fine. The official Basic Theory of Driving handbook footnote states zone-based enhancements for School/Silver Zones (from 1 July 2021) and Friendly Streets (from 1 January 2026): add +2 demerit points and +$100 to the composition fine (cap $500 where applicable) for applicable offences, giving as examples speeding, red-light, and failing to give way to pedestrians (SPF, Basic Theory of Driving).
