On-road examination
At any time, a police officer in uniform or an outsourced enforcement officer may examine a vehicle or trailer being used on a road, or the licence relating to it, for the purpose of ensuring that it complies with the Road Traffic Act or its rules (Singapore Statutes Online, Road Traffic Act 1961, s. 93(1)(a)).
The same officers may order the vehicle or trailer's owner or driver to deliver it for inspection by a person, at a time and place specified by the officer. Obstructing an officer who is examining a vehicle or licence, or failing to comply with such an inspection order, is an offence (Singapore Statutes Online, Road Traffic Act 1961, s. 93(1)(b)–(2)).
An outsourced enforcement officer is appointed by the Land Transport Authority (LTA). LTA must issue the officer an identification card, which the officer must carry at all times when exercising powers under land transport legislation (Singapore Statutes Online, Land Transport Authority of Singapore Act 1995, s. 11(1), (3)).
