Methods of payment for traffic offences
Explains which traffic offences may be compounded, the statutory cap and effect of paying, special arrears conditions, and Traffic Police payment channels.

Traffic Police accept payments only via SPF e-Services or AXS payment channels. Payments will not be accepted over the counter at TP Headquarters (SPF, Methods of Payment for Traffic Offences).
Composition amount
An offence is compoundable only if it is prescribed under the Road Traffic (Composition of Offences) Rules. A relevant authorised officer may offer composition to a person reasonably suspected of the offence. The officer may collect no more than the lower of half the offence's maximum fine or $5,000. The Act identifies the designated Deputy Commissioner of Police, specially authorised police officers not below sergeant, the Registrar of Vehicles and specially authorised Land Transport Authority employees as relevant authorised officers (Road Traffic Act 1961, s. 135; Road Traffic (Composition of Offences) Rules, r. 2).
The section 135 ceiling is a legal maximum, not the amount of a particular offer. When the composition sum is paid, no further proceedings may be taken against that person for that offence. For specified offences involving a motor vehicle, composition is also conditional on the Authority receiving the arrears stated in the offer, which can include an unpaid vehicle entry fee, checkpoint toll or road-user charge (Road Traffic Act 1961, s. 135(1)–(1A); Road Traffic (Composition of Offences) Rules, r. 2A).
For a traffic offence composition amount you may pay (SPF, Methods of Payment for Traffic Offences):
- e-Services, by Visa / MasterCard / Internet Banking. This method is not available for pedestrian and bicycle offences.
- AXS stations, AXS e-Stations (internet portal), and AXS m-Stations (mobile app), by CashCard or through NETS with an ATM card or credit card.
For AXS, use the 16-digit numeric Payment Reference Number or the vehicle number. Payment can only be made after 3 working days from the date of offence. SPF points AXS enquiries to the AXS website or the AXS Hotline 6560 2727 (SPF, Methods of Payment for Traffic Offences).
What composition means
A composition offer is available only for an offence prescribed as compoundable under the Road Traffic Act or its rules. The Road Traffic (Composition of Offences) Rules list specified Road Traffic Act offences and also offences under rules or orders made under the Act. The Act allows a relevant authorised officer to compound such an offence by collecting a sum from a person reasonably suspected of committing it; the offer cannot exceed the lower of half the maximum fine prescribed for the offence and $5,000. This is a legal ceiling, not the amount actually offered for any particular offence (Singapore Statutes Online, Road Traffic Act 1961, s. 135; Singapore Statutes Online, Road Traffic (Composition of Offences) Rules, r. 2).
The Act identifies the relevant authorised officers as the designated Deputy Commissioner of Police, a sergeant-or-higher police officer specially authorised by that Deputy Commissioner, the Registrar of Vehicles, and an LTA employee specially authorised by name in an instrument personally executed by the Registrar. Once the composition sum is paid, no further proceedings are to be taken against that person for that offence (Singapore Statutes Online, Road Traffic Act 1961, s. 135(1A)–(1B)).
For three specified offences involving foreign vehicles at checkpoints, composition is conditional on LTA receiving the arrears stated in the offer. The Rules define those arrears by reference to specified unpaid vehicle-entry fees, tolls, road-user charges and reciprocal road charges; this condition is limited to the offences named in rule 2A (Singapore Statutes Online, Road Traffic (Composition of Offences) Rules, r. 2A).
Court fines
If you fail to pay the composition amount by the expiry date of the notice but do not wish to dispute the alleged offence in Court, you can pay a higher fine via the ATOMS application on AXS stations, e-Stations, and m-Stations (SPF, Methods of Payment for Traffic Offences).
Pay before 5.00pm on the Court date stated in the notice. Use the 12-digit numeric Report Number, and look for the ‘State Courts’ icon on the screen (SPF, Methods of Payment for Traffic Offences).
