What the tests assess and when they are required

The Traffic Police Basic Theory of Driving handbook says the BTT tests knowledge of traffic rules, regulations, signs and signals, and general road safety. Learners must pass BTT before taking the advanced FTT or RTT. Applicants seeking a Class 3 or 3A motorcar licence must pass FTT before the practical driving test; applicants seeking a Class 2B motorcycle licence must pass RTT before the practical riding test (SPF, Basic Theory of Driving handbook, p. 4).

The handbook says the FTT covers driving safety, proper driving techniques, and interaction with other road users. After passing FTT, the practical driving test must be passed within 2 years or the candidate must retake FTT. RTT covers riding safety, proper riding techniques, and interaction with other road users; after passing RTT, the practical riding test must be passed within 1 year or the candidate must retake RTT (SPF, Basic Theory of Driving handbook, p. 4).

Eligibility to book and take a test

SPF’s Basic Theory of Driving handbook says an applicant must meet its eligibility conditions both when booking and when taking a theory or practical test: no more than 12 demerit points; not under suspension or court disqualification and not within one year after licence revocation; not under police investigation; and not having committed two or more probation-plate offences during probation for another new licence class (SPF, Basic Theory of Driving handbook, p. 4).

Official online practice

The Singapore Police Force’s Driving and Riding Theory Test Practice service provides practice for the Basic Driving Theory Test (BTT), Final Driving Theory Test (FTT), and Riding Theory Test (RTT). It is free, available 24/7, and offered in English, Malay, Mandarin, and Tamil. SPF says the practice questions are available without a Singpass login (SPF, Driving and Riding Theory Test Practice; SPF, Online Learning Portal; SPF, Online Mock Theory Test announcement).

SPF lists an estimated completion time of 20 minutes per practice set. This is the estimate for the online practice service; the page does not describe it as the duration of an actual test (SPF, Driving and Riding Theory Test Practice).

The SPF Online Learning Portal also provides official Basic, Final, and Riding Theory handbooks in English, Mandarin, Malay, and Tamil, and links to the practice service (SPF, Online Learning Portal).

The portal also has educational videos on common causes of road traffic accidents. Its listed topics include keeping a proper lookout, obeying traffic lights, drink-driving, giving way, turning, vehicle control, lane changes, tailgating, and overtaking (SPF, Online Learning Portal).

Theory-test fees

The booking fee for each of the BTT, FTT, and RTT is $7.20 for tests booked from 13 March 2026. SPF announced a further increase to $8.00 for bookings made from 13 March 2027; bookings made before each effective date are not affected by that increase (SPF, Revised Test Fees and Mandatory Road Assessment for Class 3C / 3CA Licence Holders).

Current exam format: coverage debt

The current SPF practice-service page and the Basic Theory of Driving handbook, last updated 2 January 2026, do not state the live BTT, FTT, or RTT question count, time limit, or pass mark. SPF’s 2023 announcement said the then mock test mirrored the actual test requirements at 50 questions in 50 minutes, but also records that the mock platform was replaced from 27 March 2025; it is therefore not used here as confirmation of today’s live exam specifications (SPF, Online Mock Theory Test announcement). Those current test-format details remain on the research queue until a current official source states them.
