Driving a Singapore-registered vehicle into Malaysia
LTA's exit requirements for Singapore vehicles and Malaysian entry guidance for VEP, insurance, documents, road charges and vehicle rules.
Before leaving Singapore
When exiting Singapore in a Singapore-registered vehicle, LTA requires at least three-quarters of a tank of fuel. LTA says this applies to all vehicles, including hybrids and compressed natural gas (CNG) vehicles. Carry a valid printed copy of the vehicle's insurance certificate and road-tax validity, a valid driving licence, and a stored-value card with enough value for checkpoint tolls (OneMotoring, Vehicles Registered in Singapore).
Insert the stored-value card at the immigration booth reader and pay the toll before driving away, even if the barrier is raised. LTA's published page lists different exit tolls for Woodlands and Tuas and warns that failing to pay can attract a fine of up to S$1,000 or imprisonment of up to 3 months for a first offence. Check the live LTA page for the current toll amount for the vehicle class and checkpoint (OneMotoring, Vehicles Registered in Singapore).
Malaysian entry requirements
Malaysia's Road Transport Department (JPJ) says Singapore-registered motor vehicles are exempt from the International Circulation Permit (ICP) requirement. Its private-vehicle guidance says the vehicle must be registered in its home country, display its registration number in Roman letters, have a registration certificate and driving licence in Malay or English (or with a translation), and have Malaysian third-party insurance. JPJ also lists Malaysian construction-and-use rules, tint limits, motorcycle helmet use, and seat-belt use for car and van occupants. LTA directs drivers to the relevant Malaysian authorities for Malaysia-side entry and road requirements; confirm the current requirements with JPJ before travel (JPJ, Application for ICP Permit for Overseas Vehicles; OneMotoring, Vehicles Registered in Singapore).
JPJ's Vehicle Entry Permit (VEP) FAQ says foreign vehicles entering Malaysia must register online for VEP. Malaysia's Transport Ministry reported that full VEP enforcement at the Malaysia–Singapore land border began on 1 July 2025; its notice says summonses may be issued to foreign-vehicle owners who have not registered or activated VEP. Check the current JPJ portal for registration, tag activation, and enforcement instructions before departure (JPJ, RC & VEP FAQ; Malaysia Ministry of Transport, Enforcement of VEP from 1 July 2025 at the Malaysia–Singapore Land Border).
JPJ's FAQ states that a foreign private vehicle entering Malaysia is subject to a RM20 road charge per entry, while commercial vehicles, motorcycles, government vehicles on official duty, and embassy vehicles are listed as exempt. The FAQ describes Road Charge as separate from tolls and says it can be paid by Touch 'n Go card or its e-wallet. Confirm current payment methods, rates, and exemptions with JPJ before travel (JPJ, RC & VEP FAQ).
Commercial vehicles
JPJ says owners or drivers of commercial vehicles from Singapore are exempt from the International Circulation Permit (ICP). Its separate commercial-vehicle guidance says goods vehicles, public-service vehicles and decontrolled pick-ups must comply with conditions set by the relevant Malaysian transport authorities. Drivers of those vehicles must hold the applicable Goods Driving Licence (GDL), Public Service Vehicle (PSV) licence or conductor credential recognised by the Malaysian Government. JPJ's VEP FAQ separately requires online VEP registration for all foreign vehicle categories, including commercial vehicles (JPJ, Application for ICP Permit for Overseas Vehicles; JPJ, RC & VEP FAQ).
Coverage debt
- JPJ's published commercial-vehicle page names governing authorities and licence categories but does not specify the complete permit conditions for Singapore operators, route-specific restrictions, or all vehicle-class requirements. Confirm those with the relevant Malaysian authorities before operating commercially in Malaysia.
- This guide does not catalogue every Malaysian state and road restriction.
- Malaysian VEP, road-charge and toll systems can change. Recheck the current JPJ and Malaysian highway-authority instructions before travelling.
- LTA's displayed Singapore checkpoint toll schedule and stored-value-card instructions may change; check its live page before departure.
