Application, replacement, and renewal of a Singapore driving licence

After passing the relevant tests, you may apply for a valid Singapore driving licence online via Traffic Police e-Services. If you have not passed those tests, SPF directs you to Bukit Batok Driving Centre, ComfortDelGro Driving Centre, Singapore Safety Driving Centre, or a private driving instructor (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).

Tests before applying for a new licence

Depending on the class, SPF states you need to have passed the following tests and attended the relevant training programmes before applying (SPF, Application, Replacement, and Renewal of Singapore Driving Licence):

• All classes: Basic Theory Test; Riding Theory Test (for motorcycle learner motorists only); Final Theory Test; simulator training; practical driving or riding test.
• Class 2B only: Expressway Familiarisation Ride.

New licence — who applies and the fee

Singapore citizens and permanent residents, and foreigners holding valid MOM work passes or ICA student / long-term visit passes, apply via e-Services by logging in with Singpass. The fee is $50, payable by eNETS, Visa, MasterCard, or debit card (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).

If you enrolled as a learner motorist after 1 October 2018, the photograph taken then will be printed on the driving licence. If you enrolled before that date, have your photograph taken at the driving centre before applying (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).

Upon successful application, you should receive the new licence within 7 working days (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).

Adding a new class to an existing licence

If you already hold a valid Singapore driving licence and have passed a driving test for another class, the Driving Tester will affix an endorsement sticker at the back of the existing licence without any fee. The sticker shows all valid classes. You may get a new endorsement sticker at Traffic Police if it has detached, defaced, or been damaged (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).

Replacement

If a valid licence is lost, damaged, or defaced, it must be replaced. Singapore citizens and permanent residents, new permanent residents holding licences with expiry periods, and foreigners holding a valid Singapore driving licence replace via e-Services with Singpass. The fee is $25, payable by eNETS, Visa, MasterCard, or debit card. You do not need a new photograph; the previous photograph is used (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).

The replacement should arrive within 7 working days. If you later find a lost licence, you must surrender it to Traffic Police upon its discovery (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).

Renewal of photocard licences for foreigners

All foreigners holding valid work permits or passes and a valid Singapore driving licence must renew the licence before its expiry date. No reminder letters will be sent; SPF asks applicants to renew one month before expiry (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).

Traffic Police will reject a foreigner renewal if (SPF, Application, Replacement, and Renewal of Singapore Driving Licence):

• the expiry date of the Singapore driving licence has exceeded more than 3 years; or
• the expiry date of the work permit / employment pass / student pass / dependent pass and/or other documents showing extended stay in Singapore is less than one month from the date of the renewal application.

Work-pass holders below 65 renew all classes via e-Services with Singpass for $50 (eNETS, Visa, MasterCard, debit card) (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).

Work-pass holders 65 and above must be certified fit to drive by a Singapore registered medical practitioner. The application page says that about 8 weeks before the 65th birthday you should receive a letter and a medical form. Completed reports must be submitted online to Traffic Police in JPEG or PDF. After that, Classes 2B, 2A, 2, 3, and 3A may be renewed via e-Services for $50. Classes 4, 4A, and 5 are renewed at Singapore Safety Driving Centre after the medical report is accepted, with a proficiency driving test booking, the valid licence, work-pass documents, and one specified passport-sized photograph, for $50 payable by Cashcard, credit card, or NETS (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).

The separate live Singapore Driving Licence page states that the pre-birthday letter is sent about 10 weeks before the 65th birthday, and that the examination is now submitted digitally through the Harmonised Medical Examination Report (HMER) system. This article records both official figures rather than choosing one.

If there are reasons to believe a motorist is suffering from a disease or physical ability that may cause him or her to be a source of danger when driving, Traffic Police will subject the driver to a medical examination on fitness to drive at a government hospital or specialist institution. Unless the motorist passes, the licence will be revoked (SPF, Application, Replacement, and Renewal of Singapore Driving Licence).
